Announcement by the Tariff Commission of the State Council on Adjusting Tariffs on Imported Goods Originating in the United States
Tax Committee Announcement No. 6 of 2025
On April 10, 2025, the U.S. government announced that it would further raise the tariff rate for Chinese goods exported to the U.S. under the “reciprocal tariffs” to 125%. The U.S. imposition of extraordinarily high tariffs on China seriously violates international trade rules, basic economic principles, and common sense, and constitutes nothing but unilateral bullying and coercive practices.
In accordance with the laws and regulations of the People’s Republic of China, including the Customs Law of the People’s Republic of China, the Tariff Law of the People’s Republic of China, and the Foreign Trade Law of the People’s Republic of China, as well as the fundamental principles of international law, and with the approval of the State Council, tariff measures on imported goods originating from the United States will be adjusted starting April 12, 2025. The relevant details are as follows:
1. The tariff rates stipulated in the “Announcement of the Tariff Commission of the State Council on Adjusting the Additional Tariffs Imposed on Imported Goods Originating in the United States” (Tariff Commission Announcement No. 5 of 2025) shall be adjusted from 84% to 125%. Given that, at the current tariff levels, U.S.-originated goods still lack market acceptance in China, if the U.S. side continues to impose additional tariffs on Chinese goods exported to the U.S., the Chinese side will disregard such actions.
2. Other matters shall be governed by the “Announcement of the Tariff Commission of the State Council on Additional Tariffs on Imported Goods Originating in the United States” (Tariff Commission Announcement No. 4 of 2025).
